				<outline text="I work at the University of North Carolina at Chapel Hill. It is a small town that consists of the school, a main street, and not much else (other than being the college basketball Mecca of the country).  I have no idea when or why the Giant Voice System was installed, but they test it once or twice a year. The first time I heard it was about a year ago. It was at lunchtime and I was on a run around campus. It was very spooky. I half expected them to start playing the Duck and Cover song. So this &quot;Resume Normal Activity&quot; order wasn't being directed to trained soldiers but was telling the Shitizens, &quot;You will obey!&quot;"/>
