The first week of the new sitting depressingly revealed that, despite promises of better behaviour, Question Period remains theatre so bad that it should have closed in Poughkeepsie."/>

			<outline text="Debates are scripted and sterile. MPs appear to be puppets who exist only to bob up and down during votes, with the party whip pulling the strings."/>

			<outline text="So what is to be done? Maybe nothing."/>

			<outline text="Rather than fret over how to make the House more relevant and the Senate relevant at all, it may be better to explore how new technologies can put citizens, rather than politicians, in charge."/>

			<outline text="Citizenville , a soon-to-be-published book by Gavin Newsom, California's lieutenant governor and the former mayor of San Francisco, envisions a truly fundamental transformation of government: from a vending machine, in which taxpayers put in their money and get services in return (with no recourse but to shake the machine in frustration if they doen't appear) to a platform, in which virtually all government data is available to all of us, to use as we see fit."/>

			<outline text="''The tools that have served us well for the past century or so are beginning to erode and collapse,'' Mr. Newsom said in an interview."/>

			<outline text="''We get so caught up in reform, which assumes we are using the same ingredients and just shifting them around, when people are looking for a whole new model.''"/>

			<outline text="If so, then the real challenge may be not how to reform the House of Commons but how to replace it."/>

			<outline text="After all, Parliament hasn't really changed much since the 19th century; neither has government, except to get bigger. It continues to embrace what Mr. Newsom calls the broadcast model, in which politicians speak and citizens listen and obey. Every few years fewer and fewer of them vote; otherwise government and the people are solitudes."/>

			<outline text="This is completely at odds with a world in which digital natives '' those raised in the age of social media, as opposed to digital immigrants, who are the rest of us '' inhabit a multi-platform world of sharing, listening, watching, talking and acting."/>

			<outline text="Government, Mr. Newsom believes, should be like that. Every agency and office and department and ministry '' protecting only national security and personal privacy '' should be forced to hand over everything to the people. Every bit of data that every government has should be public and easily accessible."/>

			<outline text="People should be free to use that data any way they see fit. They can create apps with it, make money off it, massage it collaboratively to propose ideas that bureaucrats have never dreamed of, even bypass government completely by collectively proposing and implementing solutions to local problems."/>

			<outline text="The digital crowd should use the cloud to reshape government in its image."/>

			<outline text="''We still have this institutional framework, this hierarchical, top-down broadcast model in government that is anathema to the new roles that people are engaging with day to day in their private lives,'' Mr. Newsom maintains. ''So we have to start looking at a completely new paradigm.''"/>

			<outline text="There is much here to object to. Our globalized world, in which challenges and crises can emerge from nowhere, requiring decisions in days or even hours, has encouraged governments everywhere to centralize power, not disperse it."/>

			<outline text="We live in a time of increasingly incompatible ideologies, which social media are sharpening more than softening."/>

			<outline text="And no matter how participatory and dispersed political culture might become, sharp and ambitious people will learn how to use information to accumulate power for themselves and their friends."/>

			<outline text="Mr. Newsom knows all this. He is, after all, a politician. Yet he has faith that digital natives will break down the partisan divides that so comfort digital immigrants."/>

			<outline text="And for the rest, he believes we are just going to have to trust that things will turn out okay."/>

From that first day on, you've touched the lives of millions and millions of people around the world, you have left a profoundly positive mark on American foreign policy, and you have done enormous good for all of us and for the country we serve. We will miss you deeply, but none of us '' (applause) '' but none of us will ever forget your extraordinary leadership, and each of us will always be deeply proud to say that we served in Hillary Clinton's State Department. 			<outline text="Every day about 22 veterans in the United States kill themselves, a rate that is about 20 percent higher than the Department of Veterans Affairs' 2007 estimate, according to a two-year study by a VA researcher."/>

			<outline text="The VA study indicates that more than two-thirds of the veterans who commit suicide are 50 or older, suggesting that the increase in veterans' suicides is not primarily driven by those returning from the wars in Iraq and Afghanistan."/>

			<outline text="''There is a perception that we have a veterans' suicide epidemic on our hands. I don't think that is true,'' said Robert Bossarte, an epidemiologist with the VA who did the study. ''The rate is going up in the country, and veterans are a part of it.'' The number of suicides overall in the United States increased by nearly 11 percent between 2007 and 2010, the study says."/>

			<outline text="As a result, the percentage of veterans who die by suicide has decreased slightly since 1999, even though the total number of veterans who kill themselves has gone up, the study says."/>

''The mental health and well-being of our courageous men and women who have served the nation is the highest priority for VA, and even one suicide is one too many,'' he said in a statement."/>

''If the VA wants to get its arms around this problem, why does it have such a small number of people working on it?'' asked retired Col. Elspeth Cameron Ritchie, a former Army psychiatrist. 			<outline text="Bossarte said much work remains to be done to understand the data, especially concerning the suicide risk among Iraq and Afghanistan war veterans. They constitute a minority of an overall veteran population that skews older, but recent studies have suggested that those who served in recent conflicts are 30 percent to 200 percent more likely to commit suicide than their &amp;#173;non-veteran peers."/>

			<outline text="An earlier VA estimate of 18 veterans' suicides a day, which was disclosed during a 2008 lawsuit, has long been cited by lawmakers and the department's critics as evidence of the agency's failings. A federal appeals court pointed to it as evidence of the VA's ''unchecked incompetence.'' The VA countered that the number, based on old and incomplete data, was not reliable."/>

			<outline text="To calculate the veterans' suicide rate, Bossarte and his sole assistant spent more than two years, starting in October 2010, cajoling state governments to turn over death certificates for the more than 400,000 Americans who have killed themselves since 1999. Forty-two states have provided data or agreed to do so; the study is based on information from 21 that has been assembled into a database."/>

This admission comes just after The Guardian reports that Burger King reps offered a round of 'absolute assurances' to customers that it did not ever use horsemeat in its products."/>

			<outline text="Burger King admitted just a few hours ago that the samples did in fact contain horsemeat:"/>

			<outline text="''Four samples recently taken from the Silvercrest plant have shown the presence of very small trace levels of equine DNA'... we have established that Silvercrest used a small percentage of beef imported from a non-approved supplier in Poland. This is a clear violation of our specifications, and we have terminated our relationship with them.''"/>

			<outline text="It is not yet clear which of these top brands could be containing such concerning ingredients as horse meat and other 'meat cut offs'. What is known is that tens of thousands of burgers from suppliers like Silvercrest and others in Germany have been shipped into Burger King alone to meet demand just in the UK. According to the Daily Mail report on the study results, the horsemeat contamination can be traced back to a full year, or at least since last May."/>

The disturbing findings highlight yet another reason not to consumer fast food, which contains a host of problematic substances such as ingredients banned in other nations."/>

			<outline text="BACKGROUND AND SOURCE MATERIALThis article is based on many public sources and several private ones with strong connections to the people who have built campaign technology for President Obama over the past several years. Fortunately, most of the useful information is public, thanks to Engage, TechPresident and Ars Technica. Links to all their great work is at the bottom of this article. (I don't know a single technology person in the Romney campaign and they have revealed little about their operations. But I can tell much of what happened by the public information and the spending reports. I also, as a Romney supporter, used a lot of their public-facing tools.)INTRODUCTION: BACK TO 2008I remember the 2008 campaign between then-Senators Obama and John McCain. In my professional world, we were all buzzing about what technologies would be used, as this appeared to be the first big election where Internet technology would finally play a major role. I had a few friends who were working (though Blue State Digital) for Senator Obama. I knew no one who worked for Senator McCain."/>

			<outline text="At the time, web technology was aimed at making a better website, offer some organizing tools, do some analytics, and spreading the word though email and social media channels. There was talk about radical changes to GOTV, but that was a ways off. It was still the &quot;digital&quot; side of the campaign, and new technology didn't flow through the entire campaign operation at that time."/>

			<outline text="The first thing I noticed was a difference in technology and resources. First, the McCain campaign only had a small number of people on the digital side (perhaps a dozen). The Obama campaign had many more people involved (close to 100). That's the part people remember. But there was another thing that only we technology folks would notice: different kinds of software. McCain's main website and tools were built on a kind of Microsoft technology that you would see from a medium-sized bank. Obama's tools were simple but flexible &quot;open source&quot; components that were part of a worldwide network of interesting and innovative products."/>

			<outline text="After the 2008 election, Republicans saw that they were quite behind the Democrats in social media and a few other areas. They decided that we would have to do better next time. But four years later, we found that we were even further behind. That's right, a brilliant graduate of Harvard Business School with a billion dollars ended up further behind his opponent, who spent less than half the amount of money he did, but fielded an operation four times as large."/>

			<outline text="So how the hell did this happen? You're going to find out.DIGRESSION: OPEN SOURCE SOFTWARE"/>

			<outline text="There is one big, new tech concept that you must understand that is at the very heart of the Internet software development world. Almost all of the basic components that startups use are free. Yes, after decades of dominance by IBM, Microsoft, Oracle, and many others, we are now in a world where free, community-based software is were all the innovation and action is at. I'm serious. For example: almost all of the software components that power Facebook worldwide is free. That doesn't mean you will know how to use it. The metaphor is this: I can walk you in the front door of Home Depot and say, &quot;Take anything you want. You can build a beautiful mansion with what's in here.&quot; Could you build a mansion? Probably not. But the materials won't cost you a thing. That's what Internet software is like now. Most of the best stuff costs nothing. You just have to know how to use it. Unfortunately, almost all of the best people who can build those mansions of software are not Republicans. And that's a huge problem. (More on that later.)"/>

			<outline text="WHAT ROLE DID TECH PLAY?"/>

			<outline text="Most people think of technology as a website. Perhaps a collaboration platform, like some offices use to post events and share documents. But that is not accurate anymore. I coined the following phrase months ago:"/>

			<outline text="&quot;We are living in an information technology revolution and politics is the ultimate information war.&quot;"/>

			<outline text="This time, in 2012, Team Obama took technology to everything it did: communication, door-knocking, organizing, voter targeting and preferences, polling, advertising, fundraising, and a whole new level of GOTV. There would be a giant backbone of voter data that would flow through every activity and it would be so knowledgable and so good at predicting what to do, that the wisdom of political consultants would be irrelevant. Here's a great quote from someone at TechPresident who interviewed the staff:"/>

			<outline text="&quot;The core of the campaign was not flashy or even particularly innovative except in the willingness of senior staff to listen to numbers people rather than to consultants acting on old-fashioned political intuition.&quot;"/>

			<outline text="That's right: this time, it would be hard numbers, not political strategists, that would dictate everything they would do. Republicans heard about this approach months ahead of time and laughed at it. WSJ Columnist and former Reagan speechwriter Peggy Noonan was one of the ones who didn't get it until after the election, and then wrote, regretfully:"/>

			<outline text="&quot;I referred to a recent hiring notice from the Obama 2012 campaign. It read like politics as done by Martians:"/>

			<outline text="The 'Analytics Department' is looking for 'predictive Modeling/Data Mining' specialists to join the campaign's 'multi-disciplinary team of statisticians,' which will use 'predictive modeling' to anticipate the behavior of the electorate. 'We will analyze millions of interactions a day, learning from terabytes of historical data, running thousands of experiments, to inform campaign strategy and critical decisions.'"/>

			<outline text="This struck me as &quot;high tech and bloodless.&quot; I didn't quite say it, but it all struck me as inhuman, unlike any politics I'd ever seen.It was unlike any politics I'd ever seen. And it won the 2012 campaign. Those &quot;Martians&quot; were reinventing how national campaigns are done. They didn't just write a new political chapter with their Internet outreach, vote-tracking data-mining and voter engagement, especially in the battleground states. They wrote a whole new book. And it was a masterpiece. &quot; [1]"/>

			<outline text="(But when I saw that hiring notice, I said, &quot;Oh my God - are they really going to apply that stuff to campaigns now?&quot; My mind swirled.)Here's another great quote from that TechPresident article:"/>

			<outline text="&quot;This campaign had enough data to be able to make differentiated strategy decisions at small geographic levels,&quot; one campaign staffer told techPresident. &quot;The unsung heroes were all the team leaders and volunteers who were entering data nightly, and then strategizing with the data coming back from HQ.&quot; [2]"/>

			<outline text="One more item for all those people who keep talking about the value of door-knocking over technology: the Obama and Romney people built technology so that the door-knockers would have info on their phones right before they knocked, and the ability to add data from the door visit into the system in front of that house. Quote from Obama campaign manager Jim Messina: &quot;I mean, the best data for us was things that we collected at the doors.&quot;"/>

			<outline text="Oh - and social media.... if you think Facebook is just about sharing, you won't believe the things the Obama people figured out how to do. Let's start with just sharing. They didn't just figure out who to share stuff with, as both campaigns knew how to do. They were looking at your friends, too, which matters as they figured out that 98% of all Facebook users know someone who likes President Obama."/>

			<outline text="&quot;The prototype used a script to check a given supporter's Facebook friends list against what the campaign knew about those friends. The campaign could use the merged data to create arbitrary scores that indicated which of a user's Facebook friends the campaign would like to present with a given piece of content.&quot; [3]"/>

			<outline text="It gets more advanced than that:"/>

			<outline text="&quot;Applying the same principles to get out the vote, Obama for America asked its supporters who had been signed up for the OfA Facebook application to pick potential voters from among their friends in swing states and urge them to get to the ballot box or register to vote. In the final days before the election and on election day, the application flooded its users with notifications asking them to reach out on the campaign's behalf. Officials told Time's Michael Scherer that a staggering 20 percent of people asked by their friends to register, vote or take another activity went ahead and did it.&quot; [3]"/>

			<outline text="For the youth vote, they realized that 85% of all young voters were friends with someone already in their Facebook database. All they had to do was use their data to figure out which friends of friends were in which states, and then use targeted sharing to get content to them.[4]"/>

			<outline text="We don't have the numbers, but I have heard that thousands of people were gotten to the polls in this way in swing states. When you look at the margin of victory, you being to say, &quot;Whoa....did Facebook technology hand any of the states to Obama?&quot; I don't know."/>

			<outline text="I could go on and on, but I hope you see that this was a level of technology that campaigns had never seen before. (And I didn't even get to their amazing email and fundraising stuff. For example, while Romney had 2-3 million people on their email list, Obama had 16 million. And what percentage of Obama's 16 million got to the polls to vote? 99% !!! So for those of you who think direct mail is irreplaceable, think again.)"/>

			<outline text="HOW DID OBAMA AND ROMNEY SPEND THEIR MONEY?"/>

			<outline text="As the old saying goes, if you watch how people spend their money, you see their priorities."/>

			<outline text="Ars Technica did a complete breakdown of the spending of both campaigns. (See links 5+6 below)  But I will try to sum up the data. Note that it isn't easy to clearly say what is and is not technology, but the exact numbers are not important in this analysis."/>

			<outline text="Romney: $23.6 million (at least - not counting some data management stuff that was expensive.)"/>

			<outline text="They spent money to have other people build and handle stuff, keeping only a few things and a few employees in-house. Everything was software as a service. According to reports, he paid his tech people a lot less than Obama did. [5]"/>

			<outline text="Obama: $11.3 million"/>

			<outline text="Obama spent $9.3 million on technology and services. $2 million on internal tech payroll - this is a major and crucial difference from Romney. They paid their people more, though most took a pay cut from their regular software jobs to join the campaign. Obama spent $1.4 million on hosting they managed themselves (Amazon Web Services) - compared to Romney's $21,000. (But Romney probably paid MindShift - a BestBuy company, several hundred thousand dollars for them to host stuff for them.) [6]"/>

			<outline text="WHAT WERE OTHER DIFFERENCES IN THEIR APPROACHES?Well, for one, Obama's people decided to hire a fantastic CEO from a startup named Threadless to be their Chief Technology Officer. Harper Reed is one weird, but super-smart guy. Here is his picture: (this is one of the less-scary ones of him)"/>

			<outline text="Can you picture the Romney people hiring someone like him to manage their technology? I didn't think so."/>

			<outline text="Other than Reed, the biggest difference was that Romney outsourced his problems for other firms to handle. Obama hired people to build solutions internally. But there were many others. Romney hired firms run by people he had previous ties with. As Ars Technica put it, he hired his friends. [5] When it came to in-house technologists, Obama hired senior people and paid them more. Romney hired more junior people and paid them less."/>

			<outline text="Obama's in-house organization was huge! He had 200 digital people - website people, social media, etc. He had 50 more developers and 50 more analytics people. This crew made up about 1/3 of all Obama campaign staff! Romney had a small fraction of that."/>

			<outline text="Obama's people used open source tools and proven designs. &quot;Key in maximizing the value of the Obama campaign's IT spending was its use of open source tools and open architectures. Linux-particularly Ubuntu-was used as the server operating system of choice.&quot; [6]"/>

			<outline text="Obama's team changed technologies a lot; they customized; they innovated. They did a lot with cloud computing, while Romney's people used more traditional hosting in Boston and Waltham."/>

			<outline text="Obama's team did practice drills for major IT meltdowns so they would be prepared. They had a complete copy of their entire infrastructure moved to the West Coast when Hurricane Sandy hit. (This is an incredible feat.)"/>

			<outline text="Obama set up a field office in SF for tech help got 100 volunteers and many did serious work and built real applications."/>

			<outline text="Obama's team opened up to outside people and the press about what it was doing, both before, and especially after the election."/>

			<outline text="Obama's people, before they started the campaign tech effort, toured Silicon Valley startups to find out best practices for the things they knew they needed to do. They wanted to be innovative, but they didn't want to do something that was not already working elsewhere."/>

			<outline text="Obama's people decided that instead of trying to combine third-party software services that were not designed to work together, that they would build their own giant data integration tool that would combine everything every part of the campaign knew about every voter, donor, and volunteer into one giant system that all applications could tie into. There is no way to overstate how powerful this was. Every email, every phone call, every web advertisement, every website visit, every Facebook connection, and every door knocker would know everything about everyone and could do individual personalization on the spot. This was what &quot;Project Narwhal&quot; was. It is the holy grail of all political activity. It improved efficiency across the entire country and it probably, over time, won the election for Obama. I don't say that carelessly. (Now you understand what 50 analytics guys can do full-time when they have every piece of data about everybody in America, eh?)"/>

			<outline text="HOW DID SPENDING AND APPROACH AFFECT EXECUTION?"/>

			<outline text="Obama's people, who were from the internet startup world, hired heavily from their social networks and brought in people from America's most innovative firms. They brought those ideas and hard-won experience into the campaign. They didn't need to be taught how to create architecture for rapid growth. They knew already."/>

			<outline text="In terms of reliability, Obama's infrastructure suffered 30 minutes of downtime for the entire campaign. And zero on election day. Romney's people had some outages, and terrible problems on Election Day with GOTV."/>

			<outline text="By building a unified set of data services, Obama's people were able to constantly and easily add new things to the campaign without worrying about the data layer as Romney's people did. Every new application therefore took much less time than it did for Romney."/>

			<outline text="Obama's people focused on using simple components that were easy to understand. This, along with their data services, allowed them to create the San Francisco field office and get people contributing and writing real applications to help the campaign. There was no way Romney could have easily added outside help, even if they wanted to."/>

			<outline text="HOW FAR AHEAD ARE THE DEMOCRATS IN TECHNOLOGY?"/>

			<outline text="If we are talking about the tech of the parties in general, that's hard to say. My guess is that the Democratic Party is, in general, a couple of years ahead, based on things I have read. However, in terms of judging the campaign technology of Romney and Obama, I think that the Obama people are at least three years ahead. Probably four."/>

			<outline text="But talking about the number of years doesn't tell the whole story. The Democrats already have an entire ecosystem of political technology going on. It's everything from all of Blue State Digital's stuff to NGP VAN to ActBlue to a lot more. Some of the stuff they have built, such as NationBuilder, is available to all. Most is not."/>

			<outline text="They have an ethos of using technology to enable individual people to stand up to big corporations and the wealthy. It motivates them to keep moving forward and building new things."/>

			<outline text="The other big issue is people. Most of the best technology people in America are either Democrats or non-Republicans. The numbers are startling. Nate Silver covered this issue in an article named, &quot;In Silicon Valley, Technology Talent Gap Threatens GOP Campaigns.&quot; [7] The donation chart below tells the story:"/>

			<outline text="But I knew this without even seeing those numbers. Not all my friends in the tech elite are Democrats. But almost none are Republicans. In this state, I know of only one other top technology guy who is Republican - even though I am sure there are some more. (There are all kinds of ordinary programmers of all political parties. But those people are not going to build Narwhal.)"/>

			<outline text="The reality is that even though the great software developers of America care about the economy and freedom and innovation and don't like a lot of government regulation, the GOP brand is just too toxic. I try to talk them out of their impressions. But they just say, &quot;Ed, they are not like you.&quot; (They being the people on TV and in the news.) Also, the high-tech world is a diverse and tolerant culture. Diversity and tolerance are not what we Republicans are known for. If we want to reach out to the technology innovators, we are going to have to change our image and also address some of their policy concerns. (More below on that.)"/>

			<outline text="WILL OBAMA'S TECHNOLOGY TRICKLE DOWN?"/>

			<outline text="That's the big question. Much has been written about whether Obama's campaign will give all they built to the open source community, where they got so many of the components they used to begin with."/>

			<outline text="The answer right now seems to be no. However, through their social networks, the ideas and architecture are already spreading. Also, they claimed they used components already in use at the well-known startups, and we (computer geeks) already know what those shops are using. (Take Narwhal for instance. I think I have some idea what it would look like. But no, I cannot go build that for you.)"/>

			<outline text="I imagine that some of these techniques and tools will be shared with the major Democratic players (ActBlue and Blue State Digital) and also that the successor organization to OFA will get some components as well. I don't think state parties will get anything directly, but they may get some of this functionality through the big vendors' state-level products. For instance, Obama's team did a lot with fundraising (though I didn't talk about it) and I wouldn't be surprised if that got transferred to ActBlue, and the Massachusetts Democrats, who don't use ActBlue now for local races, can start using that anytime. (They use it for PACs and statewide races at the moment.)"/>

			<outline text="WHAT LESSONS CAN WE LEARN?"/>

			<outline text="There are so many things we can learn from all this."/>

			<outline text="- Technology is no longer an add-on to a campaign. It drives all activities in a campaign."/>

			<outline text="- Romney's people didn't pay attention to the lessons of the past (2008), when Obama's people struggled with GOTV technology and lots of data issues. (Obama's people were very surprised at this, as these lessons were public.) We must keep up with these things. We must study what Obama's people did in 2012 in great detail. (I have included all good public information at the bottom of this article.)"/>

			<outline text="- Outsourcing everything means you lose control and the ability to adapt to changing conditions. We need to hire technology guys into party operations and large campaigns and pay them well."/>

			<outline text="- We need to build things in iterations, testing all along the way, using simple building blocks. No more building something big for a long while and then releasing it. Too risky."/>

			<outline text="- We need to keep up with what the startups are doing in technology and translate those things into political uses."/>

			<outline text="- We need to get involved with the online communities that are out there that share innovation, such as Github - used heavily by Obama's team and not Romney's. We also must get a feel for how these places operate so we can build our own Republican communities of technology."/>

			<outline text="- We need to stop using so much commercial software and use a lot more free, open source software."/>

			<outline text="- We need to embrace the new world of analytics and social science research in voter preferences and targeting. We need to cultivate a network of people who have these skills."/>

			<outline text="- We need to discuss technology out in the open. Obama's people let a lot of what they were doing out into the community so they could get feedback and help."/>

			<outline text="CAN WE REPUBLICANS CATCH UP?"/>

			<outline text="The short answer is no. Getting to yes would be a long and hard road. Some of that journey actually has nothing to do with technology. Here is my prescription for Chairman Priebus:"/>

			<outline text="- Begin building the infrastructure for the 2016 GOP Presidential Nominee now. Start by commissioning some people to create a Republican version of Narwhal."/>

			<outline text="- Elevate technologists to the most valuable of all Republican activists. Create nationwide programs to gather them together, share best practices, and produce components. Foster technology projects across state Republican parties. Invite in all kinds of groups on the right, including Ron Paul's supporters and the Tea Party. Nothing unites people like technology projects."/>

			<outline text="- Create a nationwide repository for voter data tools that can link to and work with the data from GOP Data Center (the successor to Voter Vault)."/>

			<outline text="- Start supporting the voter information file from NationBuilder. I know that seems crazy. But the party should have a community of people who use that data and build apps on it. I predict that by 2014, the data and applications in there will be far more valuable than anything in GOP Data Center."/>

			<outline text="-  Technologists have policy needs that neither party is serving. If we had a platform that included them, they would have a strong reason to support the party. What are these desires? Copyright and patent reform, an open web (build on what Darrell Issa is doing), prevent things like SOPA and PIPA, and increase the amount of high-tech visas. These things - plus California's new high taxes - will help change the perception of Republicans."/>

			<outline text="- Start to offer technology training to activists who want to learn computer programming. Do what Code for America does. (They are a non-profit that teaches people to code and then loans them to cities to build applications for better government.) Find people, train them with great free resources like Code Academy, do some in-person training and programming contests, and then put them to work on great projects. There are regular computer programmers who have boring jobs who would love to work on cool projects with the cool stuff that they know is used at Facebook, Twitter, Etsy, and Google. We should give them some opportunities."/>

			<outline text="Well, that is all I have to say about this for now. I didn't even cover the whole story or lots of other things they built. But I think this is enough for my fellow Republicans to start taking technology much more seriously."/>

			<outline text="WASHINGTON -- With thousands of civilian contractors remaining in Iraq and Afghanistan, Justice Department officials want Congress to resolve a legal issue they say obstructs efforts to prosecute any such workers who rape, kill or commit other serious crimes abroad."/>

			<outline text="Scofflaw Pentagon employees and contractors supporting the American war mission overseas are subject to federal prosecution in the U.S., but a nonmilitary contractor who breaks the law may fall outside the Justice Department's jurisdiction. Lawmakers who have pushed in the past to extend the reach of U.S. criminal law plan to renew their efforts this session with bills to make civilian contractors and employees liable to federal prosecution for acts including murder, arson and bribery."/>

			<outline text="Federal prosecutors believe clearer and more uniform rules are needed to resolve a jurisdictional question made murkier by the end of the Iraq war and the ongoing reduction of troops in Afghanistan. The issue caused problems for authorities during the first prosecution of Blackwater contractors accused in 2007 shootings in Baghdad and could again be a stumbling block as prosecutors seek a new indictment in the case."/>

			<outline text="&quot;There still is this great vulnerability if these contractors get into some kind of scrape, some kind of problem, and there's no clear legal path to deal with it. That can be a serious problem,&quot; said Rep. David Price, a North Carolina Democrat who plans to reintroduce legislation called the Civilian Extraterritorial Jurisdiction Act. &quot;We just need to give this the priority it deserves.&quot;"/>

			<outline text="Previous attempts to close the gap have stalled amid debate over who should be shielded from prosecution and under what circumstances. The House bill didn't get out of committee last session, though similar legislation passed the chamber several years ago. The Senate bill cleared the Judiciary Committee but never reached the floor, tied up in part by uncertainty over how to protect certain contractors and employees, including intelligence agents and law enforcement officials, whose job responsibilities might require them to skirt the law."/>

			<outline text="&quot;We should not require agents to pay for defense attorneys and risk jail time at the political whim of the Justice Department,&quot; Sen. Charles Grassley of Iowa, the committee's top Republican, said at a 2011 hearing."/>

			<outline text="Prosecutors have had some success using an existing law, the Military Extraterritorial Jurisdiction Act, to target soldiers and military contractors who commit crimes. Defendants successfully prosecuted include Steven D. Green, a U.S. soldier convicted in the deaths of an Iraqi family, and Jorge Thornton, a contractor accused of abusive sexual contact at an Iraq military base. The law also covers contractors and employees for agencies other than the Defense Department provided their roles related to the overseas war effort."/>

			<outline text="But Justice officials say that statute, passed by Congress in 2000 in response to a child sex abuse case at an Army base in Germany, is too narrow because it doesn't extend to non-Pentagon contractors whose roles aren't in support of the American war mission overseas. That means contractors with no attachment to the military would be exempt from prosecution. It's easier to establish in active war zones that a contractor's role supports the war effort, but the waning U.S. military presence in those nations will make that case even harder to prove for American prosecutors."/>

			<outline text="The last U.S. troops left Iraq in 2011, and President Barack Obama has said the American combat role in Afghanistan will end in 2014, though thousands of contractors remain to work jobs ranging from construction to diplomatic security. The State Department alone says it has 10,000 contractors in both countries."/>

			<outline text="&quot;Cases that would otherwise be straightforward can turn into complex investigations focusing not just on the underlying criminal conduct, but also on the scope of the defendant's employment, his or her specific work duties, and other jurisdiction-related facts,&quot; Assistant Attorney General Lanny Breuer told the Senate Judiciary Committee at the 2011 hearing."/>

			<outline text="&quot;These inquiries about the scope of a particular defendant's employment can be extremely challenging and resource-intensive, given that they often need to be conducted in war zones or under other difficult circumstances,&quot; he added."/>

			<outline text="The issue has come up in several prominent investigations, including after the Abu Ghraib prison scandal in Iraq, when some prison officials avoided prosecution because they were Interior Department contractors."/>

			<outline text="It also resurfaced after diplomatic security contractors working for Blackwater Worldwide were charged with opening fire in Baghdad's Nisoor Square and killing 17 Iraqis. The Justice Department brought charges under the Military Extraterritorial Jurisdiction Act, but defense lawyers accused them of stretching the statute because the contractors worked under a State Department contract, reported to State officials and provided diplomatic -- not military -- services."/>

			<outline text="A judge dismissed the case on grounds that prosecutors mishandled evidence but didn't rule on the jurisdictional question. The Justice Department says it's seeking a new indictment after an appeals court overturned the dismissal. The judge's decision leaves unresolved the debate over contractor accountability, enabling defense lawyers to challenge any new charges on the same grounds."/>

			<outline text="&quot;If Congress wants to be sure, it shouldn't be relying on the willingness of the federal courts to give a generous reading to past legislation. It ought to be explicit rather than leaving things to chance because if there's a loophole any court of appeals in the country may pounce on it,&quot; said Eugene Fidell, who teaches military justice at Yale Law School."/>

			<outline text="The legislation has the support of the contracting industry, which says weeding out rogue members from its ranks creates a culture of accountability, as well as the intelligence community and Sen. Patrick Leahy, the Judiciary Committee chairman. Leahy agreed in the last session to exempt from prosecution intelligence agents who break the law in the course of their jobs, but he balked at extending the same protection to law enforcement officials."/>

			<outline text="Geoffrey Corn, a law professor at the South Texas College of Law and former Army lieutenant colonel, said questions of jurisdiction may have been less pressing in past decades when Americans maintained a large military and contractor presence in countries whose legal systems were seen as more credible and comparable to the U.S. judiciary. Now, though, federal prosecutors would rather pursue justice in American courts than leave it the host nation, where prosecution may be ineffective -- or even non-existent."/>

			<outline text="In Iraq, for instance, foreign contractors were protected from prosecution until a security pact that took effect in January 2009 lifted immunity."/>

De NH-90 werd al in 2011 'te zwaar, te klein, en slechts beperkt inzetbaar' genoemd door onder meer de Nederlandse en Duitse krijgsmacht. De helikopters zouden minder gewicht en dus minder militairen kunnen meenemen en ook landen op een fregat zou niet lukken. "/>

			<outline text="Volgens een rapport over Defensie, dat in november 2012 gelekt werd, is de NH-90 bovendien te duur voor wat hij moet gaan verwezenlijken voor het Belgische leger. 'De NH-90 voor search and rescue-taken gebruiken, komt op hetzelfde neer als naar de kruidenier om de hoek gaan met een Rolls Royce', klonk het in het rapport."/>

Generaal-majoor Claude Van de Voorde noemde de rapporten in 2011 achterhaald en verklaarde dat de tekortkomingen reeds werden aangepast. De kritiek op de aankoop van de NH-90 werd door hooggeplaatste bronnen binnen Defensie ook genuanceerd. 'Dat is inderdaad een zeer polyvalente heli waar je veel meer mee kan doen dan Search and Rescue. Maar je kan niet voor elke taak een aparte huis-tuin-en-keukenhelikopter aankopen'."/>

			<outline text="A meticulous piecing together of the events in Benghazi leading to the deaths of U.S. Ambassador Christopher Stevens, three colleagues and either seven or ten Libyan personnel, on 11th September, has been presented by Mark Robertson and Finian Cunningham, cutting through ''fog'', hypocrisies and misinformation. (i.)"/>

			<outline text="The events in Benghazi have been presented in the media as a spontaneous uprising caused by rage at the sewer level ''film'', The Innocence of Muslims. However, quoting one of the surviving, but badly injured Libyan personnel, Robertson and Cunningham note his words:"/>

			<outline text="''The Americans would have left if there had been protesters, but there wasn't a single 'anti.' The area was totally quiet until about 9:35 pm, when as many as 125 men attacked with machine guns, grenades, RPGs, and anti-aircraft weapons. They threw grenades into the villas, wounding me and knocking me down. Then they stormed through the facility's main gate, moving from villa to villa.''"/>

			<outline text="The article also points out that this was not an official US Consulate, but a bunch of rented dwellings with little reinforcement of doors and windows as would usually be the case. That soundly negates the claim that ''U.S. sovereignty'' was attacked,  justifying in U.S. Administration eyes, as ever, more bombs from the air and ''boots on the ground.''"/>

			<outline text="Paying tribute to Ambassador Stevens the day after his death (ii) Hillary Clinton, it has to be said, probably explained the reason for his murder to the world: ''In the early days of the Libyan revolution, I asked Chris to be our envoy to the rebel opposition. He arrived on a cargo ship in the port of Benghazi and began building our relationship with Libya's revolutionaries.''"/>

			<outline text="President Obama in tribute confirmed: ''With characteristic skill '...  and resolve, he built partnerships with Libyan revolutionaries '... I think both Secretary Clinton and I relied deeply on his knowledge of the situation on the ground there. '' With hindsight a tragic lack of judgement all round. And what happened to that Nobel Peace Prize?"/>

			<outline text="The President concluded: ''Today we mourn four more Americans who represent the very best of the United States of America.'' (iii)"/>

			<outline text="Thus, with US government backing, the Ambassador plotted with a bunch of insurgents and terrorists the overthrow of yet another sovereign government. ''The world needs more Chris Stevens'', said Madam Clinton. ''He would be remembered as a hero by many nations '... in a noble and necessary'' mission, she concluded."/>

			<outline text="Clearly there are Libyans in their ruined country who do not see it quite that way. As Iraq of course, they will be ''dead enders'', as Afghanistan ''rogue elements'', and another illegal, ill judged, finally to be defeated, U.S. quagmire looms."/>

			<outline text="However, in the immediate, consider some questions. Assuming quotes from the survivor are correct, unprotected buildings, including that or those housing the Ambassador and American colleagues, were attacked with hand grenades, rocket propelled grenades and anti-aircraft weapons, then buildings were stormed and set ablaze."/>

			<outline text="Hand grenades blow bits off people, or blow them to bits depending on the distance of the body from the impact. RPGs destroy tanks,  yet alone people, anti-aircraft weapons are designed to damage and bring down aircraft. It seems however, the Ambassador did miraculously survive, some of the gruesome pictures are appear authentic. What remained of the others?"/>

			<outline text="Allowing for the chaos of the immediate aftermath of the attack, the varying accounts are multiple: the Ambassador was killed in the building; he was rescued and driven to hospital, the car shot through the window; he was rescued and carried on shoulders to hospital. On arrival he was breathing but suffering from severe smoke installation; he was already dead '' much later later, he was noted to be covered in soot."/>

			<outline text="U.S. planes finally land to collect the bodies. There seems to be no independent verification, no pictures from to be found of this heroic rescue.. Four coffins were subsequently shown at Andrews Air Force Base, their arrival marked by a ''solemn ceremony.''"/>

			<outline text="Then, near silence. The Ambassador, given the words of the President and his Secretary of State was surely to be given a State funeral. His colleagues' passing also likely to be attended by Washington officials."/>

			<outline text="A search finally revealed that the funeral for Glen Doherty, the former Navy SEAL, turned contractor, was held in Winchester, Mass., on Wednesday 19th September. There is no mention of any official Washington Presence.(iv)"/>

			<outline text="The following day the funeral of his colleague, serving SEAL Tyrone Woods, was held in San Diego, with little national coverage. (v)"/>

			<outline text="In a nation which lets its grief hang out as no other, oddly, daily searches find no funeral announcements for Ambassador Stevens or U.S. Air Force veteran Sean Smith, with ten years as an information management officer in what has been since 2009, Hillary Clinton's State Department."/>

			<outline text="It is also impossible to forget those pictures claimed to be of the unconscious or dead Ambassador being dragged through Benghazi."/>

			<outline text="With two deceased shrouded in silence, it is worth noting Germany's Der Algemeiner's coverage of 16th September: ''The blogo-sphere is buzzing with a shocking unconfirmed report, originating from Lebanese based news website Tayyar, that Christopher Stevens, the US Ambassador to Libya was '.... dragged through the streets before being murdered on 11th September."/>

			<outline text="The report originally cited the AFP news agency, however after AFP issued a denial saying: ''That report falsely quoted our news agency'', the website apologized, but said its still stands behind the report.''"/>

			<outline text="The report (vi) is in fact more graphic and explicit, claiming the attack mirrored that on Colonel Quaddafi, whereabouts of whose remains have never been discovered."/>

			<outline text="It is still early days, but it is impossible not to reflect on stories recounted by Reginald Keys- who challenged Tony Blair in the 2005 UK election '' who lost a son in Iraq, and of others bereaved, of coffins coming back to the UK encasing stones, not bodies, or a single limb, which the grieving were asked to identify. Both the U.S. and U.K. have been found to have buried remains in land-fill, rather than return them to relatives. (e.g. vii.)"/>

			<outline text="If there are, as one bereaved American father stated of his son: ''throw away soldiers'', perhaps there are also ''throw away'' Ambassadors and their staff when things go wrong."/>

			<outline text="The U.S. Administration has also failed to acknowledge the Libyans they employed who died. When General Taguba was investigating the horrors of Abu Ghraib he was told by an official that the murdered, tortured and abused: ''were only Iraqis.'' Were these allies of Ambassador Stevens: ''only Libyans''?"/>

			<outline text="In a terrible irony, the air waves have been noting that the last U.S. Ambassador to be murdered, was in 1979. The circumstances are never mentioned. He was Adolph Dubbs, appointed U.S. Ambassador to Afghanistan in 1978."/>

			<outline text="On 14th February 1979 he was kidnapped by four armed militia posing as police. He was held in room 117 of the Kabul Hotel (now the Kabul Serena Hotel.) All negotiations failed and he was killed an exchange of gunfire hours later."/>

			<outline text="The wretched victims in Benghazi are of another U.S. folly. Ironically, Quaddafi's take over of Libya, which at the time of his murder had the highest standard of living in Africa, was bloodless. So expect Israel to use their nuclear weapons as an opening volley, and to do it in a despicable way that levels Iran. Don't be surprised by a death toll over 10 million if Israel goes ahead with this. Israel will NOT target only Iran's nuclear facilities, Israel will attempt to smash Iran in it's entirety, and absolutely will if they believe that a sneak nuclear attack would prevent a single Jewish death. Iran has tens of thousands of missiles capable of reaching Israel, and prior to all of Israel and America's game playing in Syria, there were additional tens of thousands more there. With Syria neutralized, Israel is now free to go in and destroy Iran, and America has already previously stated and agreed that if Iran does even ONE thing to Israel to defend itself, America will step in and smash Iran on Israel's behalf."/>

I suggest now is a good time for anyone who has a storage scope to set it up to capture the EMP signature of any nuclear weapons in use. The EMP signature has nothing to do with the seismic signature. To capture an EMP signature, just go to the hardware store and buy a spool of Romex electrical wire, leave it in a coil, and hook ONE end of One of the conductors in it up to the scope input, and the other end of the SAME conductor to ground. Set the scope up for event capture, and if you have a multi channel scope, set one channel to capture an event that is at 10 mhz, and will be 8 cycles in length, another channel for the same at 1 mhz, and another channel at 100 khz, if available. Romex has 3 conductors. EMP's vary. So that will cover all possible ranges the emp from a nuke could show up at."/>

			<outline text="Of course, you will need to put a coil with at least a few millihenries of inductance on the ground side, and perhaps a 1 nanofarad capacitor at the scope input, and that type of setup will want to pick up all types of environmental noise but if you play with it to reduce the noise or build any sort of circuit to tune out the noise it ought to work. If you are the type that would have that sort of test equipment you should be able to come up with something that will work with whatever situation you have. Obviously, if you want to capture the higher frequency, a smaller coil would be used. I am suggesting a coil to mitigate the need for an enormous antenna."/>

			<outline text="Unfortunately I can't tell you how strong a signal is going to be, so guess. If you scope has headroom, use it. You stand NO chance of blowing up a scope using it this way because scopes are robust and Iran for most people is on the other side of the world and the signal is likely to be very weak. It will appear as a sinewave that starts with a peak, tapers to a lower peak on the next cycle, a lower peak on the next cycle, down to extinction right around cycle 8. Look at the wave on the front of a Dorito's bag. That is the stylized EMP from the Sumatra nuke. I never got down to the details on that one with this site, but that wave shape on the front of a doritos bag is in fact a nuclear EMP waveform that has been italicized, and it is the one that India published for the boxing day tsunami."/>

			<outline text="Hopefully if people set up their scopes to capture this, Israel will not dare because if enough people capture this it will not stay hidden, and secrecy for these people is 95 percent of victory. There are a gazillion storage scopes out there, unlike seismographs which are easy to control and censor on account of scarcity. Absent Romex, even a coil of speaker wire will probably do, any coil of wire with an inductance low enough to not block a 10 mhz signal or one of the lower frequencies (I would suggest setting it up for 1 mhz if your scope only has 1 channel) and it will be hit and miss results because there is no way to know the specifics of a nuclear EMP, and if you don't know which bomb and how it will be detonated (air burst, surface burst, sub surface burst) it will take a bit of luck to capture it. Air bursts are asymmetrical if close to the ground, and sub surface bursts tend to be symmetrical and at a higher frequency because the EMP will be shaped by it's environment and a confined environment will push the frequency up. I could go into the why aspect but I don't want to write a book right now and if what I have written here is not clear to you, ignore it, this is meant to be understood by a fraction of one percent of the people out there, which will hopefully be enough to deter Israel from doing it."/>
