Champion of drug mafias, kiddie porn producers and the Israeli war machine &amp;#173; he's a hand-in-glove natural as a villain that everyone loves to hate. "/>

			<outline text="The previous essays suggested that the Sandy Hook school carnage, pinned on a ''lone gun-boy'', could actually have been planned and staged by a team of so-called ''dirty cops'' &amp;#173; who are in fact political enforcers - and their felon informants embedded inside the nexus of state police intelligence, Homeland Security, the FBI and CIA. Under a corrupted system of government, the police cannot strictly enforce the law but instead serve as a regulator of crime groups in the interests of politicians, high bureaucrats and intelligence agencies, which depend on the non-taxable kickbacks generated by the underworld. 			<outline text="Turf is allocated or denied to rival crime groups involved in drug peddling, child porn and prostitution by a shadowy network of police officers working on behalf of powerful politicians. The relationship between criminals and cops is inherently unstable because the borderlines of Gangland have to be periodically redrawn due to the CIA's insertion of upstart crime groups from refugee communities sent over from the Agency-run wars abroad, which are themselves criminal operations. The CIA decides the winners and losers in the rigged globalist system of worldwide crime. "/>

Out of the many alternative scenarios, the most compelling is the need to ''clean house'' whenever a long-serving powerful and corrupted politician prepares to leave office. "/>

			<outline text="So long as an entrenched politician stays in office his protection racket faces no serious threat, since it's the only circus in town. His departure, however, exposes the weaknesses within the mafia-protection scheme - disgruntled cops, vengeful victims, tattletale informants, loose cannons naive enough to still believe in the law, and police chiefs looking toward the next deal with the incoming political team. Protection rackets are built with illicit money and not on loyalty. "/>

			<outline text="For an exiting politician to foil any corruption investigations by their rivals, the underlings who do the daily dirty work &amp;#173; cops, prison guards and confidential informers - must be eliminated. Some of the insiders must die so that the many others keep their vow of silence. "/>

			<outline text="Great danger lies in leaving a trail of potential witnesses for questioning by prosecutors aligned with an incoming administration. New York Attorney General Andrew Cuomo has been investigating the state troopers beholden to George Pataki. Senator Chris Murphy who surely would like to rid himself of Lieberman's compromised legacy. "/>

			<outline text="Therefore, the Old Guard's lackeys have to be snuffed and the murders must appear to be suicides, accidents or revenge by criminals. After losing the New York gubernatorial seat in 2008, George Pataki left office in an inglorious blaze of police ''suicides'' and gunshot deaths of informants and mafia henchmen. Similarly, since early 2011, while Senator's Lieberman's long term drew to a close, a spate of police deaths in the shootings and alleged suicides of officers and gangsters have rocked the Connecticut police force to its core. The difference between these two political rogues is that Pataki had little time to clear the decks following his election loss, while Lieberman has had a couple of years to close the curtains on his reign. "/>

			<outline text="On rare occasions, these politically sanctioned assassinations of policemen by other cops or their confidential informants, many of them hardened criminals, are botched, opening a rare perspective into the dark heart of the beast that rules America. "/>

			<outline text="Gunshots to the Head "/>

			<outline text="Policemen are expendable, which is why they are selectively culled so that only simpletons are recruited. The Connecticut police academy entrance exam automatically fails candidates who score too high. (If this sounds like a joke, it isn't &amp;#173; it is official policy.) A cop, good or bad, is expected to follow orders. The men in blue are just cannon fodder commanded by the higher ranking senior officers, detectives and prosecutors, who are supposed to do the thinking. So it is ridiculously easy when the appointed time arrives to take out one cop after the next. "/>

			<outline text="Since the start of 2011, four Connecticut police officers have ''committed suicide'' by gunshot, another was shot dead by a sniper who in turn was gunned down by other police officers, a female cop was fatally fired upon by her ex-boyfriend who was then killed by more cops, a retired policeman fell to a bullet in an apparent gangland attack and a sergeant was found hanged in a state park. A police department program on post-traumatic stress simply beggars common sense, because the killing spree is obviously a mop-up campaign. Whoever gave the order is an untouchable above the fray. "/>

			<outline text="Here's a quick look at a few of these alleged suicides and arranged murders. "/>

			<outline text="-          A police sergeant, age 49, from Rocky Hill found shot dead at 5 a.m. in his cruiser at a local cemetery in April 2011"/>

			<outline text="-          A Middletown police captain, a decorated 26-year veteran of the force, found at home dead from a bullet wound on May 2011 after being charged with DUI"/>

			<outline text="-          A lieutenant mortally wounded by a gunshot inside the Groton police station with another officer finding his body at 8:30 a.m. in June 2011"/>

			<outline text="-          A sergeant, who was a U.S. Army veteran, found hanged in a state forest in Barkhamsted in February 2012. "/>

			<outline text="These incidents transpired after the police chief in New Britain was forced to resign in March 2011. Long-serving officers are being involuntarily removed in a Soviet-style purge of the state police force. Meanwhile, Connecticut is witnessing a 20-year high in civilian suicides, with many of the victims dying from gunshot wounds. A couple of low lifes were shot in Fairfield, a preppie town near the Jesuit college associated with the CIA; and in another incident a gunman was pursued by policemen to the UConn campus, where his cause of death was reported as a self-inflicted gunshot wound. The time-frames of the dead policemen's careers correspond to Lieberman's 24-year term as governor and, before that, state attorney general. "/>

			<outline text="Sympathy for the Devil "/>

			<outline text="Now, let's show a little sympathy for rogue police officers by opening our minds to how a so-called dirty cop thinks. Now suppose that you are smarter than the average flatfoot and decided to cheat on the entry test by deliberately giving erroneous answers. Then after years of loyal service to your superiors, you are troubled by the suicides of your fellow officers. "/>

			<outline text="Your thoughts flash back to those occasional odd assignments that were never written up in a police report &amp;#173; a night raid that ended in the death of a mafia chieftain, contraband confiscated from a drug pusher that triggered a turf war, failure to probe a lethal burglary of the premises of a businessman who supports a maverick candidate, the planting of drugs on a protester, the roughing up of an ''eco-terrorist'' tree-hugger . . .  and you can barely hold back the laughter. "/>

			<outline text="Then it dawns on you why your home is being staked out by a plainclothesman, a new recruit who came out of the Navy SEALS down by the Groton submarine base. Your wife and children know nothing abut your moonlighting. Your kids look up to you as a selfless hero. All the while, you were just following orders like a good soldier. The off-the-books pay came in handle for your mortgage and for family vacations. "/>

			<outline text="The choice is clear: Go down easy and your wife receives the benefits or you go out fighting with honor intact. So in the poker room of neighborhood bar, your guys meet with some cops from another district and put heads together. Your old high-school buddy who rose quickly up the ranks as a police intelligence officer with the Organized Crime Task Force is in attendance at the war council. His network of contacts is regionwide, and he's got a knack for tactical planning of undercover operations. "/>

			<outline text="''What a raw deal we've been served,'' says the lieutenant pessimistically. ''The big chiefs are behind this sweep against our boys, and it's going to take a huge splash in the newspapers to get these SOBs to back off. They're closing in to shut down the whole show before the DOJ can mount an investigation.'' "/>

			<outline text="A veteran detective chimes in: ''Whassay we get a couple of ex-cons, you know the guys we brought in for the nastier jobs, and tell them that they've been compromised along with us. Nobody likes to be double-crossed by frigging politicians who think they can change their mind whenever it's convenient and leave us holding the bag.'' "/>

			<outline text="Nods all round. As the party breaks up, a sergeant blurts out: ''Remember, guys, it ain't going to be pretty. Otherwise the big shots and their girl scouts at Homeland Security won't get the message. We're going in for a touchdown right up the middle.'' "/>

			<outline text="A young point-man with SWAT stays behind and goes to the bar for another beer, watches the Patriots drive downfield, and then slams his forehead on the oak counter. ''How in the hell did I ever get into this?'' "/>

			<outline text="Angletonian Ambiguity "/>

			<outline text="This little exercise in fictive scenario-writing is what crime analysts and some detectives do to connect the dots of known background and social psychology with the sparse facts of a case. In a real-world situation, a bar room and a conference are unnecessary, being only a stage set and props. Just a nod across the hallway or a sideways glance between cruisers will do. "/>

			<outline text="Nothing's ever certain, of course, which is why crime, especially of a political nature when both sides are actively engaged, is governed by an uncertainly principle, Guilt or innocence depends on the angle of observation and one's own stake in the case. As for good guys or bad guys, neither inhabits this world of dark gray. The imaginary line between law and crime is blurred in a cloud of Angletonian ambiguity. "/>

			<outline text="That was the point of the Hong Kong movie ''Infernal Affairs'', which showed the cops infiltrating organized crime and the criminals penetrating the police force. The better cops are criminals and vice versa. Law and crime are interdependent, each unable to exist without the other. "/>

			<outline text="As Professor Moriarty asked Sherlock Holmes, ''Who is the trout and who is the fisherman?'' That question, of course, strikes at the heart of the war on terrorism, Homeland Security and gun control. In a real-world case, who ultimately holds responsibility for the Newtown massacre &amp;#173; the undercover network that planned the killings in reprisal or the mob-allied political class that made a reprisal inevitable? "/>

			<outline text="A Countryside Drive from Newtown to Webster "/>

			<outline text="Whenever an intriguing crime is committed, an investigative editor has a habit of jotting down the timeline and drawing up a tactical plan for the operation. My notes on Sandy Hook contain the observation:  ''One reason for choosing Newtown is its location between the city of Danbury (local police headquarters) and the border with New York State. The assailants could drive along Highway 83 west unimpeded and, after crossing the state line, move up any number of state roads or the Hudson River Highway to Upstate New York.''  Escape is the first priority in planning a job. "/>

			<outline text="The hit team could count on an easy escape because they had arranged for the presence of three patsies at or near the school. Roping in a bored gullible youth is not much of a challenge. Phoning in a couple of low-life drug dealers to be parked on-site is easier than ordering a pizza. Infiltrating the school's new security system is done by sending in a gunman on the previous afternoon after school lets out. After making a fake delivery or reading a utility meter, he finds a hiding place and gets some shut-eye for the morning's chore. Soon after dawn, another team member takes out the patsy's mother after her son goes off to the school. No further details should be discussed here since this is not a manual for success at terrorism or kidnapping. "/>

			<outline text="The three-man team &amp;#173; 2 gunmen and a spotter &amp;#173; drive away from the school job toward their next assignment. At their second target, in Webster, the hit men set up a trap for the back-stabbing snitch police. A former convict is selected and his house is torched for an ambush to draw in the Emergency Services Department, which are all today subordinated as local branches of Homeland Security. "/>

			<outline text="Contrary to media reports, three of the four casualties were policemen on security detail to protect firefighters. The selection of victims indicates that the snipers were familiar with police emblems on the firefighting uniforms and helmets, identifying them as agents of Homeland Security.  Shooting from a berm or earthen wall, the snipers waged a gunfight for several hours before disappearing into the darkness. Their skilful set-up and maneuvering indicates battlefield experience, probably in a commando unit. "/>

			<outline text="Again from my notes, the hit team at Newtown and Webster appear to be one and the same. Their preference for rifles again indicates a military background, given the fact that handguns are easier to conceal and fire inside the close quarters of a classroom. At both sites, the body of a lone gunman and weapon was left as proof of guilt, a standard method employed by police after an extrajudicial execution of a suspect. "/>

			<outline text="Both centers of action are near major prisons - in Rochester and Danbury. If not a sheer coincidence, the choice of these sites indicates that the attack team has contact with correctional officers, informants and possibly incarcerated mob bosses. The recent arrest of a Danbury corrections officer who tried to murder a DOJ special agent reveals deep connections between the police and mob-linked convicts.  Both towns are in the borderlands and at logistical chokepoints contested between the Cosa Nostra from New York City and Irish gangs based in Massachusetts. "/>

			<outline text="Every detail points to an internal war at the highest levels of national and state law enforcement. A motive is expressed in the sensational quality of both attacks, organized for maximum news coverage, stressing the helplessness of the police response and underlining the failure of Homeland Security to defend homes and children. Terror attacks against schools are meant to express the iron will of the assailants in demanding redress of their grievances without compromise or punitive action. With rules of engagement suspended, these are not crimes, they're acts of war. "/>

			<outline text="Homeland Security as Parallel Spy Network "/>

			<outline text="For the Newtown job, the planners had to be acquainted with Nancy Lanza, probably during her marksmanship training at the police shooting range and from her reports to the DHS community-liaison program. After observing her arsenal at a shooting range, the planners could obtain the same gun models as hers. Her son was probably already on a watch list for minor suspects in local child-porn rings that serve the New York mafia-run internet-sex industry. If paying back the DHS was the intended goal, the Lanzas were the way in. "/>

			<outline text="The school was in the first stage of the Homeland Security program that begins with installation of electronic door locks. The DHS volunteers at the school were amateurish and posed no threat to criminals or rival agencies. The larger problem is that Joe Lieberman's Frankenstein, the Department of Homeland Security, has been horning in on the turf of the Connecticut state police, a challenge that could knock over some covert CIA programs in the state. The FBI arrest of CIA accomplice Whitey Bulger last year, while it may have not triggered these attacks, suggests the breakdown of interagency cooperation. "/>

			<outline text="With its $668 million in grants to Connecticut since 2002, the DHS has been building a parallel intelligence structure outside the conventional state law enforcement system. Its preferred method is aimed at investigating citizens, for example, by computer tracking of driving records and through school registries. While the law enforcement agencies focus their intelligence gathering on criminals, the DHS spies on all citizens, including police officers. "/>

			<outline text="The normal law enforcement agencies already coordinate their activities through the Connecticut Intelligence Center (CTIC). Here's the official description: "/>

The staff include personnel from the Federal Bureau of Investigation (FBI), State Police, Connecticut Police Chiefs Association, and U.S. Coast Guard. An FBI agent exercises day-to-day authority over the center, which is located at the FBI's New Haven office.'' "/>

			<outline text="Senator Lieberman's campaign to establish a second intelligence bureaucracy is going to be looked on with suspicion by experienced police intelligence officers. The Senate Committee that godfathered the Homeland Security Act, in other words, will have its own source of classified files. Thus Lieberman has created a system under which he can order police officers to engage in illegal tactics, while at the same time have on hand DHS files incriminating them. It's a damned if you do and damned if you don't situation. "/>

			<outline text="The double authority system is vulnerable to a major security leak, considering Lieberman and other Zionist congressmen's close association with the Israelis. It is doubly difficult to trace any loss of classified files or confidential information with two separate intelligence systems. The leaks do not just affect local law enforcement, since many Connecticut officers have backgrounds in the CIA, the DIA and State Department. "/>

			<outline text="Therefore, from a national security perspective, Homeland Security is potentially a Mossad in your own community, disarming citizens, and basically transforming Americans into Palestinians without any rights of self-defense. This is not to say that police intelligence officers out of the CIA are the good guys, only that redundancy in domestic surveillance is a sure road to an authoritarian and criminal state. "/>

			<outline text="Just down the road from Newtown, the town of New Canaan &amp;#173; which can be pronounced New Cain Land &amp;#173; is headquarters to a ''humanitarian relief'' organization called AmeriCares, which did the gunrunning to the Contras and later to the neofascist militias in Croatia during the break-up of Yugoslavia. The fake charity is similar to NorAid, which at least kept up the pretense of helping orphans and widows with those donation boxes in every Irish bar across the United States. Despite AmerCares leasing of large cargo jets that took off from Bradley Field &amp;#173; the same airport that serves Newtown - nary a jumpseat could be found to transport a single Bandaid or pack of aspirin. "/>

			<outline text="Their medical aid usually consisted of frozen factor-8 blood product from low-grade blood banks. These shipments were followed by a massive outbreak of HIV across the Balkans. The previous article mentioned how Japan's Teikyo University established an overseas branch in Connecticut at Post University, a channel through which a former Unit 731 biowarfare doctor arranged purchases of HIV-tainted blood transfused into Japanese hemophiliacs. After World War II, the OSS-CIA gave immunity to Unit 731 members, whose research included hantavirus virus, grandfather of the strain that recently broke out in Yosemite, and bubonic plague, a research subject at the federal animal lab on Plum Island, off the tip of Long Island and only a 10-mile's sail from the Connecticut shore. And as we think about not so much Inauguration, but we think about the fact that this is Dr. King's birthday that we're going to be celebrating this weekend, I'm always reminded that he said, everybody wants to be first, everybody wants to be a drum major; but if you're going to be a drum major, be a drum major for service, be a drum major for justice, be a drum major for looking out for other people. 			<outline text="It's likely that burning lithium ion batteries on two Boeing 787 Dreamliners were caused by overcharging, aviation safety and battery experts said Friday, pointing to developments in the investigation of the Boeing incidents as well as a battery fire in a business jet more than a year ago."/>

			<outline text="An investigator in Japan, where a 787 made an emergency landing earlier this week, said the charred insides of the plane's lithium ion battery show the battery received voltage in excess of its design limits."/>

			<outline text="The similarity of the burned battery from the All Nippon Airways flight to the burned battery in a Japan Airlines 787 that caught fire Jan. 7 while the jet was parked at Boston's Logan International Airport suggests a common cause, Japan transport ministry investigator Hideyo Kosugi said."/>

			<outline text="&quot;If we compare data from the latest case here and that in the U.S., we can pretty much figure out what happened,&quot; Kosugi said."/>

			<outline text="In the case of the 787 in Boston, the battery in the plane's auxiliary power unit had recently received a large demand on its power and was in the process of charging when the fire ignited, a source familiar with the investigation of the 787 fire in Boston told The Associated Press. The plane had landed a short time earlier and was empty of passengers, although a cleaning crew was working in the plane."/>

			<outline text="The Federal Aviation Administration issued an emergency order Wednesday temporarily grounding the six 787s belonging to United Airlines, the lone U.S. carrier operating Boeing's newest and most technologically advanced airliner. The Japanese carriers already had grounded their 787s, and airlines and civil aviation authorities in other countries followed suit, shutting down all 50 Dreamliners that Boeing has delivered so far."/>

			<outline text="Boeing said Friday it will stop delivering new 787s to customers until the electrical system is fixed. However, production is not stopping. The plane is assembled in Everett, Washington, and North Charleston, South Carolina. The aircraft maker has booked orders for more than 800 of the planes from airlines around the world attracted by its increased fuel efficiency."/>

			<outline text="A battery fire in a Cessna Citation CJ4, a business jet, prompted the Federal Aviation Administration in October 2011 to issue an emergency order requiring the lithium ion batteries in all 42 of the jets in operation at that time to be replaced with a conventional nickel-cadmium or lead-acid battery. The fire occurred while the plane was hooked up to a ground power station at Cessna's aircraft completion center in Wichita, Kansas. Normally, that would cause an aircraft battery to automatically start charging, experts said."/>

			<outline text="A letter from Cessna to CJ4 owners after the incident cautioned: &quot;Do not connect a ground power unit to the airplane if you have reason to believe the battery may be in a depleted state ... Do not leave the aircraft unattended with a ground power unit connected.&quot;"/>

			<outline text="The Citation was Cessna's first business jet with a lithium ion battery as its main battery, and the 787 is the first airliner to make extensive use of lithium ion batteries. But the two are vastly different in size and in other respects, including their electrical systems, making comparisons difficult. Their batteries also came from different makers. The reasons they overcharged are likely to be different, experts said."/>

			<outline text="However, the three incidents'--the two burned 787 batteries and the Citation fire'--underscore the vulnerability of lithium ion batteries to igniting if they receive too much voltage too fast, experts said. Other types of batteries may overheat in those circumstances, but they are far less susceptible to starting a fire, they said."/>

			<outline text="&quot;Other batteries don't go this wrong when you treat them this badly,&quot; said Jay Whitacre, an associate professor of materials science and engineering at Carnegie Mellon University. &quot;The overall story here is these batteries are full of flammable electrolyte and they will burn if they are mistreated and something goes wrong.&quot;"/>

			<outline text="There was one lithium ion battery fire during testing of the batteries while Boeing was working with FAA on certification of the 787, said Marc Birtel, a spokesman for the aircraftmaker."/>

			<outline text="However, that fire was due to problems with the test rather than the batteries themselves, he said.&quot;There are multiple backups to ensure the system is safe,&quot; Birtel said. &quot;These include protections against over-charging and over-discharging.&quot;"/>

			<outline text="But John Goglia, an aviation safety expert and former National Transportation Safety board member, said, &quot;It certainly sounds like based on what has been released so far that we have an issue of the battery charger or some other source providing too much energy to the battery.&quot;"/>

			<outline text="He said too-rapid charging might cause the electrolyte fluid in the batteries to overheat, leak and catch fire."/>

			<outline text="If the incidents are due to overcharging batteries, that might be good news for Boeing, Goglia said. A flaw in the aircraft's electronics that permits overcharging would likely be much easier to fix than having to replace the aircraft's lithium batteries with another kind of battery, he said."/>

			<outline text="Another possibility is a manufacturing defect in the batteries themselves, Whitacre said. More than other types of batteries, lithium ion batteries rely on very thin sheets of material internally to separate the negative and positive poles. The slightest flaw can cause a short circuit, overheating the flammable electrolytes."/>

			<outline text="&quot;It's a delicate ecosystem that you are creating inside it and you have to manufacture it with perfect integrity,&quot; Whitacre said. &quot;Then you have to keep it in the right voltage range and be very safe with its environmental conditions.&quot;"/>

			<outline text="Jim McNerney, Boeing's chairman, president and CEO, sent the company's employees a letter Friday expressing confidence in the 787 and vowing to return the plane to service. &quot;I remain tremendously proud of employees across the company for the decade of effort that has gone into designing, developing, building and delivering the most innovative commercial airplane ever imagined,&quot; he said."/>

			<outline text="The attraction of lithium batteries is that they are significantly lighter than other types of batteries. That saves fuel, which is airlines' leading expense. They also charge faster and contain more energy. And they can be molded to fit into odd space on airplanes, which most other batteries cannot."/>

			<outline text="The only other airliner using lithium batteries is the Airbus A380, which makes only limited use of the batteries for emergency lighting. However, Airbus is working on another airliner, the A350, expected to debut in 2014, that will make more extensive use of lithium batteries."/>

			<outline text="Boeing's headaches with the 787's lithium batteries are likely to cause European safety officials and other regulators around the world to take a harder look at the new Airbus plane's batteries, safety experts said."/>

			<outline text="&quot;I think they're going to have a learning experience here that probably is going to result in future modifications for anybody who wants to design an aircraft and use this type of battery technology,&quot; said Robert Fiegl, chairman of aeronautical science at Embry-Riddle Aeronautical University in Prescott, Arizona."/>

			<outline text="The FAA, like aviation regulators in other countries, relies on the aircraft manufacturers to test their planes to make sure they are safe. FAA's certification engineers validate that testing and ensure that the level of safety meets FAA regulations. Boeing developed the safeguards for the 787s lithium batteries, but they had to win FAA's approval first."/>

			<outline text="The safety certification for the design, manufacturer and assembly of the 787'--a process that requires FAA approval each step of the way'--was different in some respects from other aircraft because the Dreamliner employs so many cutting-edge technologies, safety experts said."/>

			<outline text="Besides its use of lithium batteries, the 787 is the first airliner whose structure is mostly made from composite materials rather than aluminum. 			<outline text="In his final New Rule of the night, Bill Maher smacked down the conventional wisdom on the right that the Second Amendment is under attack from President Obama, saying that ''America's gun nuts'' need to stop wetting their pants over it. But more importantly, Maher said that people are so very concerned about their right to own guns that they don't notice and/or care that they have been stripped of their other rights."/>

			<outline text="Maher highlighted how the Senate quietly reauthorized the National Defense Authorization Act while everyone was so concerned about the fiscal cliff, and there wasn't even a peep out of the ''freedom'' crowd. In fact, Maher said, people seem to be okay with government surveillance and warrantless wiretapping at this point."/>

			<outline text="Maher also railed against the ''Facebook generation'' that doesn't care who knows their personal information, while he is adamant about not wanting the Feds to look at his web searches. He noted that the government always claims such programs are to ''catch terrorist,'' but the next thing you know they're shutting down pot dispensaries."/>

			<outline text="Maher asked, ''Does anyone care that this is the new normal?'' He said that liberals outraged at George W. Bush for these programs have said nothing about Obama, because ''the only thing that still has bipartisan support in Washington is not giving a shit about privacy.''"/>

			<outline text="Maher circled back to the gun advocates, saying that they may have the guns, but they don't have the rights that their guns are supposed to be protecting."/>

			<outline text="Hi, everybody. This week, I announced a series of concrete steps we should take to protect our children and our communities from gun violence."/>

			<outline text="These proposals grew out of meetings Vice President Biden and his task force held over the last month with more than 200 different groups '' from parents and teachers; to law enforcement and sportsmen; to religious leaders and mental health professionals."/>

			<outline text="And in the weeks ahead, I will do everything in my power to make them a reality. Because while we may not be able to prevent every senseless act of violence in this country, if there is even one thing we can do to reduce it '' if even one life can be saved '' we've got an obligation to try."/>

			<outline text="My administration is taking a series of actions right away '' from strengthening our background check system, to helping schools hire more resource officers if they want them, to directing the Centers for Disease Control to study the best ways to reduce gun violence."/>

			<outline text="But the truth is, making a real and lasting difference also requires Congress to act '' and act soon."/>

			<outline text="First, it's time for Congress to require a universal background check for anyone trying to buy a gun. The law already requires licensed gun dealers to perform these checks, but as many as 40% of all gun purchases are conducted without one. That's not safe, it's not smart, and it's not fair to responsible gun buyers or sellers. An overwhelming majority of Americans agree that anyone trying to buy a gun should at least have to prove they're not a felon, or someone legally prohibited from owning one. That's just common sense."/>

			<outline text="Second, Congress should restore a ban on military-style assault weapons, and a 10-round limit for magazines. Many assault rifles, when combined with high-capacity magazines, have one purpose and one purpose only: to fire as many bullets as possible as quickly as possible. These weapons have no place in our communities. And a majority of the American people agree with me."/>

			<outline text="Finally, Congress needs to make it easier, rather than harder, for law enforcement to do its job. We should get tougher on people who buy guns only to turn around and sell them to criminals. And at a time when many communities have been forced to make cuts to their police force, we should put more cops back on the job and back on the street."/>

			<outline text="Like most Americans, I believe the Second Amendment guarantees an individual right to bear arms. We have a strong tradition of gun ownership in this country, and the vast majority of gun owners act responsibly."/>

			<outline text="But I also believe most gun owners agree that we can respect the Second Amendment while keeping an irresponsible, law-breaking few from causing harm on a massive scale. That's what these reforms are designed to do. "/>

			<outline text="None of this will be easy. Already, we're seeing pundits, politicians, and special-interest lobbyists calling any attempt at commonsense reform an all-out assault on liberty '' not because that's true, but because that's how they get higher ratings and make more money. And behind the scenes, they're doing everything they can to protect the status quo."/>

			<outline text="But this time, it can't be up to them. It's got to be up to you. If, like me, you want this time to be different, then I need your help to make it different. Ask your Member of Congress if they support universal background checks and renewing a ban on military-style assault weapons and high-capacity magazines.  And if the answer is no, ask them why not. Ask them why an A-grade from the gun lobby is more important than keeping kids safe in a first grade classroom. "/>

One of them was from 8-year-old Rachel, who lives in Brooklyn, New York. She wrote: ''Please do something so that bad people cannot get guns to kill other people. Children should be safe, especially in school.''"/>

			<outline text="As I wanted to keep the station running 24/24 , I needed a low power consumption server card. I read on the Google groups that some hams were using Pandora or Odroid card, so I decid to try one of them.Odroid-X card is a small complete computer card working on Android or on Linux Ubuntu Linaro. I have choosen this last OS for which we can find a ready to use image  on the web to burn in a SD-card. "/>

			<outline text="Odroid products are sold by Hardkernel which ships from Korea usually in 10 days (add 30% taxes in Europe) - Since I ordered the -X version, other cheapper units have been developped and offered on the market like -U2, or -X2. See complete specifications on the builder site. Avoid to use the LCD unit , as this one will give a high level of noise in the radio. I always control the Odroid through a ssh server and putty client from another computer on the LAN. Also x11vnc can be use with a ssh connexion."/>

			<outline text="But, for the one who are not familiar with these steps, I have done a complete image of my own SD-card (32Gb) reduced to 15 Gb to allow the use of a 16Gb card ( you will have 7 Gb free for other uses). Download from here ( 3Gb file from my own server - it may require a few hours to download it !) - This image has been build with a 3.6.6 Kernel compiled by Sid, including the usb sound card libraries that were not in the initial image from the 15th October 2012. So, you can use any softrock I/Q hardware or other unit, with a usb sound card as the E-MU202 or similar for I/Q. The local input and output sound can be used for mic and phone if you wish to run QtRadio on the card. I prefer to use a windows QtRadio on another unit on the LAN or through a wifi link. ( just one defect on this version:the usb wifi device sold by Hardkernel is not working on this image) - Dowload my notes. -- with screencopy1 (fdisk &amp;amp; lsusb) &amp;amp;  screencopy2 (xterminals with servers started)."/>

			<outline text="Recently, I built the Tony Parks Softrock Ensemble II Software Defined Radio. My first installation was on a Windows XP system using the HDSDR Software. I later progressed to use the SDR-Radio server software to allow users on the internet to access my tuner. This software was relatively bullet proof and the installation was pretty simple. I was up and running in no time. One of my goals is to create a web applet for my website, www.n8mdp.com , which controls the SDR and includes the one feature that I am very impressed with, the waterfall display.I have been searching for a good applet that I can embed in my website that is simple to install. I am not a professional programmer but I am not afraid to dive into coding. From what I have read so far on-line, there is a lot of activity in the Linux world for the development of SDR applications, including servers and client software. I have been reading quite a bit of the work by John Melton, G0ORX, not only with Linux applications but also his attempt to program an SDR application using the new Raspberry Pi Single board computer."/>

			<outline text="Unfortunately, and I am not the only one out thinking the same way, there is a definite lack of good instructions for installing SDR software on a Linux system. As a newbie to using Linux, I wanted to experiment with running an SDR on Linux. It is for that reason that I have created this webpage to document my trials and tribulations for getting my Softrock Ensemble II running on Ubuntu. I will explore the different tools that I plan to use and how worked to install the programs. I will document my work completely. Even when I run into trouble, I will document the problems with the hope that you can learn from my mistakes and successes."/>

			<outline text="This article assumes that Ubuntu 11.04 or 11.10 is installed. I installed version 11.10. My installation was a fresh install. It is suggested that you install the latest updates for your Ubuntu just to be on the safe side."/>

			<outline text="Installing the initial software and attempting initial communication with the Softrock Ensemble"/>

			<outline text="One of the first steps that I believe that must be accomplished is to establish basic control of the Softrock. My research found that the first step in order to achieve frequency control and for Ubuntu to recognize the Softrock plugged into a USB port is to download a software program called USBSOFTROCK and to create the proper permissions."/>

			<outline text="usbsoftrock is a simple-to-use program by Andrew Nilsson which accepts convenient command line options (e.g., frequencies in MHz), speaks the DG8SAQ USB protocol, understands the Si570, and can act as a daemon listening over UDP for control messages."/>

			<outline text="The usbsoftrock sources are available for download in a Google Code repository. Don&amp;#189;t download the file just yet."/>

			<outline text="The usbsoftrock is simple to build and install, so I have read online. The software has dependencies on other software libraries. The dependencies are ncurses and libusb, which, on Ubuntu systems, are provided by the libncurses5-dev and libusb-dev packages, respectively. Note that there is also a libusb-1.0-0-dev package, but it provides a slightly different API, and you'll need the older version for usbsoftrock."/>

			<outline text="So where do you get the dependencies? The best way to get these dependency libraries installed is using the Synaptic Package Manager. Something before I go on. If you are using Ubuntu 12.04 LTS , Synaptic is not installed by default. If you are running an older version, you might need to install synaptic using the Ubuntu software center. To open Synaptic Package Manager, go to the System Settings (control Center) option and select the Synaptic Package Manager as shown below:"/>

			<outline text="Once the Synaptic Package Manager is open, the quickest way to find the dependencies is to do a Quick Search as shown below:"/>

			<outline text="Note in the picture I performed a search on &amp;#189;libncurses5-dev&amp;#189;. Once you have found the file, select and mark the package for installation. You can then hit the &amp;#189;Apply&amp;#189; button to start the installation. The system will then download the package and begin the installation."/>

			<outline text="Perform the same step for &amp;#189;libusb-dev&amp;#189;. It is possible when you do the search, you may get multiple packages to select from such as what is shown in the image below. I selected the actual &amp;#189;libusb-dev&amp;#189;option, not the &amp;#189;libusb-1.0.0-dev&amp;#189; option."/>

			<outline text="If everything installed correctly, let&amp;#189;s go get the &amp;#189;usbsoftrock&amp;#189; software from the Google Code Repository. Feel free to click on the link here or the link above. The webpage will look like this:"/>

			<outline text="I chose the usbsoftrock-1.0.2.tar.gz file for download. In my case, the file was saved in my /home/n8mdp/Downloads file folder. So I can keep track of where all of the SDR files are going, I created a new file folder in my n8mdp folder called &amp;#189;SDR&amp;#189;. I copied the usbsoftrock-1.0.2.tar.gz into my new SDR file folder. I need to extract this file in order to use it. In the SDR file folder, I right clicked on the .gz file and selected the &amp;#189;Open with Archive Manager&amp;#189; option as shown below:"/>

			<outline text="With the usbsoftrock-1.0.2.tar.gz file selected, I hit the Extract button. You will have the chose to create a new file folder if you wish. I chose not to do this and extracted the file in my SDR folder. Once the process is completed, you will see a standard file folder created called &amp;#189;usbsoftrock-1.0.2&amp;#189;. If you have gotten this far, then so far so good! Feel free to explore the contents of the file folder. What you will not find is any kind of executable file that you can immediately run. The next step is to &amp;#189;make&amp;#189; the application."/>

			<outline text="Open the README file in the usbsoftrock-1.0.2 file folder. As you read through the file, you will notice a section on &amp;#189;Prerequisites&amp;#189;. We have already installed the &amp;#189;libusb&amp;#189; and &amp;#189;ncurses&amp;#189; libraries and dependencies. This is why we did this ahead of downloading the usbsoftrock-1.0.2.tar.gz file. However, you will see an additional prerequisite called &amp;#189;gcc&amp;#189;. &amp;#189;gcc&amp;#189; is the GNU C compiler. To verify that you have this installed, open the Synaptic Package Manager and perform a quick search for &amp;#189;gcc&amp;#189;. Hopefully, you will get the screen that I am showing below. If the software is installed, the square to the left of the package name should be shaded green. This means the package is already installed and you don&amp;#189;t have to do anything else. If the box is not shaded green, select this package and install it the same way you installed the two previous libraries. Close Synaptic when you are done."/>

			<outline text="The procedure to create the application is as follows:"/>

			<outline text="At first glance, if you are newbie, what the heck does this mean and how do I do it. The procedure is quite simple as I will explain (I learned by doing!!)."/>

			<outline text="You will need to open a Terminal window. The Terminal application is located in the Applications menu -&amp;gt; Accessories -&amp;gt; Terminal. I found that the fastest way to open the Terminal application is the shortcut: Ctrl + Alt + T. Pretty simple and quick. Open the Terminal application. You should see a screen like this:"/>

			<outline text="In order to create the application, we have to change to the file folder directory for the SDR file folder. In your Terminal window, type: cd SDR/usbsoftrock-1.0.2 . The result should look like the screen below:"/>

			<outline text="If you type &amp;#189;dir&amp;#189; at the prompt, the Terminal application will display all of the files in the SDR folder as shown below:"/>

			<outline text="Now that you are in the SDR file folder, it is time to perform the above procedure.Step 1: At the prompt, type: ./configure"/>

			<outline text="Hopefully, you should not get any errors. I didn&amp;#189;t!"/>

			<outline text="Step 2: At the prompt, type: make"/>

			<outline text="Again, if you don&amp;#189;t get any errors, so far so good."/>

			<outline text="Step 3: At the prompt, type: make install"/>

			<outline text="If you don&amp;#189;t get any errors, congratulations. Unfortunately, I got an error as show in screen below:"/>

			<outline text="The key in this error to observe is the &amp;#189;Permission denied&amp;#189; message. Usually this is brought on by not having the proper permission, not to make the application, but to write the new file to the /usr/local/bin. The way to get around this is to use the Linux Command: sudo."/>

			<outline text="sudo allows a permitted user to execute a command as the superuser or another user, as specified in the sudoers file. The real and effective uid and gid are set to match those of the target user as specified in the passwd file (the group vector is also initialized when the target user is not root). By default, sudo requires that users authenticate themselves with a password (NOTE: by default this is the user's password, not the root password). Once a user has been authenticated, a timestamp is updated and the user may then use sudo without a password for a short period of time (5 minutes unless overridden in sudoers)."/>

			<outline text="So let&amp;#189;s use the sudo command as follows. At the Terminal prompt, type: sudo make install. If all goes well and there are now no error messages or anything further related to &amp;#189;Permission denied&amp;#189;, you should get the following in your Terminal screen:"/>

			<outline text="You can verify that the executable file was created by going back to your main screen, open your Home folder from the desktop, select your &amp;#189;file system&amp;#189;, select the &amp;#189;usr&amp;#189; folder, then the &amp;#189;local&amp;#189; folder, then the &amp;#189;bin&amp;#189; folder. You should see an executable file called &amp;#189;usbsoftrock&amp;#189;. If you see this like I show below, you were successful to create the application."/>

			<outline text="Now that usbsoftrock is installed, there is one last thing you have to do so that Ubuntu recognizes the Softrock board via USB so you can send commands. You have to give non-root users access to the Softrock. You'll want to do this whether you use usbsoftrock or direct access, and whether you use a simple controller or something more sophisticated. This is accomplished via the udevdevice manager. To accomplish this, you will need to create a &amp;#189;rules&amp;#189; file to give you the permissions. The tricky part about this is that you need to have &amp;#189;root&amp;#189; permission to write this file since the file needs to be written to the /etc/udev/rules.d folder."/>

			<outline text="To get started, press Ctrl &amp;#189; Alt &amp;#189; T on your keyboard to open Terminal. Next, type the command below to create a new password for the root user."/>

			<outline text="sudo passwd root"/>

			<outline text="You may need to enter your normal user password to move on. After that, you may get asked to enter a new UNIX password. I chose &amp;#189;root&amp;#189; in my case. After that, type the command below to unlock the root account."/>

			<outline text="sudo passwd -u root"/>

			<outline text="Next, Log Out."/>

			<outline text="Then select &amp;#189;Other&amp;#189; and type the username &amp;#189;root&amp;#189; and the password you created for the root user."/>

			<outline text="Once you have re-logged in, open any text editor. In the text editor, type the following line:"/>

			<outline text="Note that case, precise characters, and spacing (it all has to be on one line) are important here. This recipe will allow access to the softrock device to all users who are in the 'dialout' group. If you have a different group that you are using, please type that particular group. The popular recipe flying around the Internet uses MODE=&quot;0666&quot;, which allows access to all users; take your pick. Save this file in the main File System in the /etc/udev/rules.d file folder. I named my file 99-softrock.rules. I show the window below:"/>

			<outline text="You will have to reboot for this change to take effect."/>

			<outline text="We are now ready to try to communicate with the Softrock Ensemble. Plug in the power and the USB cable to your Softrock."/>

			<outline text="Open a Terminal window (use Ctrl+Alt+T shortcut). At the prompt, type: usbsoftrock status. This command will connect to the Softrock and return status information. If all goes well, you should see the following in the Terminal window:"/>

			<outline text="To prove to myself that I did have connection and the usbsoftrock software was communicating to the hardware, I unplugged the USB cable from the Softrock. Then I typed usbsoftrock status again at the terminal prompt. I immediately began to see message that the software could not open the USB device &amp;#189;DG8SAQ-I2X&amp;#189;. I reinstalled the USB cable, typed usbsoftrock status, hit enter, and indeed could see that the software was communicating with the hardware."/>

			<outline text="This completes this first section."/>

			<outline text="Testing the Softrock Ensemble. Time to see if it really is working"/>

			<outline text="Now that you know that you can communicate with the Softrock, it might be a good idea to see if it is really working and you can pick up signals. Before we attempt this, I would like to provide some background information on using the usbsoftrock software in more detail."/>

			<outline text="Using usbsoftrock to change the frequency of your radio directly is very easy. Simply issue the command usbsoftrock set freq [frequency], where frequency is in MHz. For example, to set the center frequency to 7.030 MHz so that you can copy PSK31 at 7.035 MHz, you would type:"/>

			<outline text="usbsoftrock set freq 7.030"/>

			<outline text="The Softrock Ensemble uses a Si570 Oscillator. The Si570 is described by its manufacturer, Silicon Labs, as an &quot;ANY-RATE I2C PROGRAMMABLE XO/VCXO.&quot; What this means in normal amateur radio language is that the Si570 is a frequency synthesizer, complete on one very small (7mm x 5mm) integrated circuit chip. (That's the any-rate, programmable part of the name.) The XO/VCXO part means that the synthesizer is crystal controlled (XO = crystal oscillator) and that one variant of the chip accepts an analog input voltage that will shift the programmed frequency (voltage controlled crystal oscillator. That version is not used in the kit.) The final perhaps unfamiliar term in the part description is &quot;I2C&quot; which refers to the method by which frequency commands and other data is communicated between the rest of the circuit and the Si570. I2C is a specific serial communications protocol using separate clock and data ports and for the purpose of this review, it isn't necessary to delve further into the specifics of I2C. For our amateur radio activities, the Si570 is used as the local oscillator in a superheterodyne receiver, or it can be the local oscillator in a direct conversion quadrature receiver such as the Softrock."/>

			<outline text="A detailed datasheet for the Si570 can be downloaded at https://www.silabs.com/products/clocksoscillators/xo/Pages/default.aspx by selecting the Si570/571 in the &quot;Resources&quot; tab. I've extracted the summary description and block diagram below."/>

			<outline text="Note that while Si570 oscillators are accurate, they are not necessarily precise without some footwork. The reference in a Si570 is a crystal vibrator with a nominal frequency of 114.285 MHz, and all of its output frequencies are computed from this frequency. The actual crystal can vary by many kHz from this nominal frequency, however; my SoftRock Si570 oscillates at 114.211833MHz, a deviation of more than 150kHz! In order to achieve precision, controlling software must use this crystal frequency in its configuration calculations. I plan to install all three so we can try them out and get used to the various installation procedures. I am going to install QtRadio last since I want to use that as part of the SDR Server application I want to create. I will explain all this in a later section."/>

			<outline text="The first application that I&amp;#189;m going to install is Quisk. QUISK is software that can control a Softrock. QUISK rhymes with &quot;brisk&quot;, and is QSK plus a few letters to make it easier to pronounce. QUISK is written in Python and C. The source code is included with .gz file so you can change it yourself. It currently runs under Linux using ALSA sound drivers (Ubuntu does not use ALSA) or PortAudio and offers these capabilities:"/>

			<outline text="&amp;#189; Quisk can control the HiQSDR.&amp;#189; As a receiver it can use the SDR-IQ by RfSpace as a sample source. There are several decimation rates available. The screen shots below were taken using the SDR-IQ. The QUISK receiver will read the sample data, tune it, filter it, demodulate it, and send the audio to the sound card for output to external headphones or speakers.&amp;#189; As a receiver it can use your soundcard as a sample source. You supply a complex (I/Q) mixer to convert radio spectrum to a low IF, and send that IF to the left and right inputs of the sound card in your computer. The demodulated audio goes to the same soundcard for output.&amp;#189; Quisk can control SoftRock hardware for both receive and transmit."/>

			<outline text="If you have the SDR-IQ or the Softrock hardware, then QUISK is ready for you to use as a receiver. If you have other receive hardware, then you will need to change the file quisk_hardware.py to connect your receiver to QUISK. For example, if you change your VFO frequency with a serial port, then you need to change quisk_hardware.py to send characters to the serial port. The file quisk_hardware.py is written in the Python programming language, a very easy language to learn and use."/>

The band plan and colors are in the configuration file quisk_conf.py so you can change it."/>

Use the version you have, or get the most recent version.&amp;#189; python-wxgtk2.8, the wxPython package used for the GUI. Get the most recent version available for your Python version.&amp;#189; fftw3, the Fastest Fourier Transform in the West. See fftw.org. This is a great FFT package and is also used by GNU radio. (NOTE: Synaptic may not actually show this as fftw3 in the package list. It may display as libfftw3-3. This is the one that I had to choose. I also selected the libfftw3-dev just in case. I think this file replaces the fftw3-dev package in the next bullet point.)&amp;#189; python2.6-dev, fftw3-dev, libasound2-dev, portaudio19-dev. These are development packages that you need so you can change and recompile the Quisk C-language files. Get the version that corresponds to the software you have. If you get compiler errors, check for missing &quot;-dev&quot; packages."/>

			<outline text="If you already have the packages installed, then there is no need to reinstall them."/>

			<outline text="It&amp;#189;s now time to begin the installation. Recompile the source using the &quot;make&quot; command in the quisk directory. If there are compile errors or missing *.h files, go back and make sure that the &amp;#189;dev&amp;#189; packages are indeed installed. Even after running &amp;#189;make&amp;#189; in my case, I did get errors. See the screen shot below:"/>

			<outline text="I performed a search in my File System and I could not find &amp;#189;python.h&amp;#189;. After a little bit of a search on line, I installed through Synaptic the package &amp;#189;python-dev&amp;#189;. After the installation of the package, I tried &amp;#189;make&amp;#189; again in the Terminal window. This time I was successful."/>

			<outline text="Another way to install Quisk is to change to the superuser (root) and run &quot;easy_install quisk&quot; or &quot;python setup.py install&quot;. If you don't have easy_install, install the python-setuptools package (for Debian/Ubuntu). This method installs Quisk as a package. But you need to be root, and the source is not in a convenient place; it is in /usr/lib/python2.6/site-packages. And there is no uninstall feature."/>

It looks like most of the errors have to do with Audio. Not sure what is going on just yet, so I decided to continue anyway. The software does load and I do get the panel."/>

			<outline text="DSP Radio - Software Defined Radio for Mac OS XRequirementsDSP Radio requires a Mac running Mac OS X 10.6 or newer. Supported SDR frontends are quadrature sampling mixers which provide an IQ (inphase/quadrature) signal. This can be a very simple hardware like i.e. the SoftRock SDR. The IQ signal can be fed into the computer via the internal audio device input or via USB or Firewire if the SDR frontend has an own integrated audio interface. Frequency tuning is supported for FA-SY 1 compatible (Si570 oscillator with microcontroller running the DG8SAQ compatible firmware), FA-SDR, FUNcube dongle, FiFi SDR and Lima SDR. If you have i.e. the FA-SDR or Lima SDR Tx module, then you can also transmit. You have to set up an additional Tx configuration and connect the audio output to your SDR frontend. DSP Radio supports semi-bk in CW mode for the FA-SDR-Transceiver (Kit BX-200), which is available at www.box73.de.SettingsPlease have a look at the installation instructions links below. Further settings (i.e. vendor, product, frequency division, i2c add, waterfall intervall, ...) can be changed in the preferences plist file (de.dl2sdr.DSP_Radio.plist). Once you have launched the application for the first time, you will find the default values in this file. 			<outline text="I've enjoyed the Ensemble RXTX kit build but I'm having a devil of a time with audio under Windows XP. There's not a lot of ham radio software for MacOS but there is an SDR program called &quot;DSP Radio&quot; from Sebastian Mrozek, who has been very helpful in getting me past some problems I ran into.The instructions with the software are a little brief and so I wanted to capture my working configuration here for future reference."/>

			<outline text="I'm using a MacBook Air with an Edirol USB audio device for sending and receiving I/Q signals from the Ensemble RXTX. USB control is via TODO which links to DSP Radio."/>

			<outline text="Plug in the external audio device. Then run the Apple &quot;Audio MIDI Setup&quot; utility (in the utilities folder). Create a new Aggregate Device and add the external USB device and your built-in audio (for your headphones and microphone)."/>

Unfortunately the name of the devices within the aggregate are simply numbered: Input 0, input 1, input 2, input 3; so you need to play around to figure out which is which. I did this by choosing inputs and whistling until I saw my trace on the waterfall - that meant I'd found the microphone."/>

			<outline text="In my case I/Q from the radio was Input 0 and Input 1 but it may come up differently for you. Play with the Output popups until you get audio through your speaker. For me it was Output 2 and Output 3. Don't worry that the heading says &quot;Output I and Q&quot;, that's for transmit. In the receive context it's just audio out to your speaker."/>

			<outline text="The federal Vaccine Injury Compensation Program, better known as ''vaccine court,'' has just awarded millions of dollars to two children with autism for ''pain and suffering'' and lifelong care of their injuries, which together could cost tens of millions of dollars."/>

			<outline text="The government did not admit that vaccines caused autism, at least in one of the children. Both cases were ''unpublished,'' meaning information is limited, and access to medical records and other exhibits is blocked. Much of the information presented here comes from documents found at the vaccine court website."/>

			<outline text="Some observers will say the vaccine-induced encephalopathy (brain disease) documented in both children is unrelated to their autism spectrum disorder (ASD). Others will say there is plenty of evidence to suggest otherwise."/>

			<outline text="What's more, these cases fit the pattern of other petitions, (i.e., Poling and Banks) in which the court ruled (or the government conceded) that vaccines had caused encephalopathy, which in turn produced permanent injury, including symptoms of autism and ultimately an ASD diagnosis."/>

			<outline text="And most of these children now have taxpayer dollars earmarked for applied behavioral analysis (ABA), an effective therapy specifically designed to treat ASD."/>

			<outline text="Meanwhile, parents, grandparents, friends and neighbors of both children testified they were developmentally normal, if not advanced for their age when they developed seizures, spiking fevers and other adverse reactions to their vaccines. According to these eyewitnesses, the children never fully recovered, and instead began losing vocabulary, eye contact and interest in others around them, all classic symptoms of regressive autism."/>

			<outline text="In the first case, involving a 10-year-old boy from Northern California named Ryan Mojabi, the parents allege that ''all the vaccinations'' received from 2003-2005, and ''more specifically, measles-mumps-rubella (MMR) vaccinations,'' caused a ''severe and debilitating injury to his brain, described as Autism Spectrum Disorder ('ASD').''"/>

			<outline text="The parents, who did not want to be interviewed, specifically asserted that Ryan ''suffered a Vaccine Table Injury, namely, an encephalopathy'' as a result of his MMR vaccination on December 19, 2003.'' (''Table injuries'' are known, compensable adverse reactions to immunizations.)"/>

			<outline text="Alternatively, they claim that ''as a cumulative result of his receipt of each and every vaccination between March 25, 2003 and February 22, 2005, Ryan has suffered . . . neuroimmunologically mediated dysfunctions in the form of asthma and ASD.''"/>

			<outline text="In vaccine court, the U.S. Department of Health and Human Services acts as the defendant and Justice Department attorneys act as counsel."/>

			<outline text="In 2009, Ryan's case was transferred to vaccine court's Autism Omnibus Proceedings, according to the docket. A year-and-a-half later, the government conceded that MMR vaccine had indeed caused Ryan's encephalopathy."/>

			<outline text="HHS agreed that ''Ryan suffered a Table injury under the Vaccine Act '-- namely, an encephalitis within five to fifteen days following receipt,'' of MMR, records show. ''This case is appropriate for compensation.''"/>

			<outline text="Whether HHS agreed with Ryan's parents that his vaccine-induced brain disease led to ASD is unknown. The concession document is under seal."/>

			<outline text="In December 2003, when Ryan was nearly two, he received his first MMR and hepatitis B vaccines before his family left for an extended trip overseas. That day, his mother testified, Ryan began shaking with uncontrollable tremors and ''was really uncomfortable, he didn't feel well at all.''"/>

			<outline text="The nurse at Ryan's pediatrician said the symptoms were ''pretty normal after the vaccination,'' and advised Tylenol. The next day, Ryan began crying, ''but it's not a normal crying,'' his mother testified. ''He didn't go to sleep, he was without energy.''"/>

			<outline text="The family considered postponing their holiday, but that wasn't feasible. The doctor's office said it was fine to travel. Prior to leaving, Ryan's mother said, the boy had difficulty breathing and ''was without energy and sleepy.'' He could no longer hold his head up, something ''he could do prior to the vaccinations.'' At the airport, Ryan began ''screaming,'' she recalled. ''He was just opening and closing his eyes so hard, he was pulling my hair.''"/>

			<outline text="After his shots, she added, Ryan ''stopped saying those words that he had, even mommy and daddy, that he had repeated a hundred times before.''"/>

			<outline text="In early January, while still abroad, Ryan was rushed to the hospital with vomiting, high fever and red spots covering his body ''from head to toe in a measles-like rash,'' the attending physician said. Ryan was diagnosed with ''febrile convulsion, probably related to MMR.''"/>

			<outline text="The next day, another doctor diagnosed him with ''high fever, skin rash, tremors, and lethargy,'' which were ''most likely due to an adverse reaction to multiple vaccines he received earlier.''"/>

			<outline text="Two days later, Ryan returned to the hospital with a persistent fever of 104 or more."/>

			<outline text="Ryan's parents testified that, upon returning home, they expressed worry to their pediatrician about behavioral problems, non-responsiveness and language loss, which later produced an ASD diagnosis."/>

			<outline text="At trial, however, the government argued powerfully that written medical records, and the recollections of Ryan's doctor, were inconsistent with his parents' testimony. If Ryan had truly suffered an MMR encephalopathy, for example, his family would never have taken him overseas. And his parents' complaints of ASD symptoms were raised a full year after returning from abroad, they alleged. It looked like the family had a weak case."/>

			<outline text="But then something changed."/>

			<outline text="In October, 2010, Ryan's attorney filed four new exhibits (under seal) and proposed amending the court's ''findings of fact.'' In January and May of 2011, several more exhibits were filed, along with a motion to further supplement the findings of fact."/>

			<outline text="A month later HHS conceded the case, which moved into the damages phase."/>

			<outline text="Award details were announced a few days ago: A lump sum of $969,474.91, to cover ''lost future earnings ($648,132.74), pain and suffering ($202,040.17), and life care expenses for Year One ($119,302.00),'' plus $20,000 for past expenses."/>

			<outline text="Another undisclosed sum, several millions more, will be invested in annuities to cover yearly costs for life, which could total $10 million or more, not accounting for inflation. Nearly $80,000 was earmarked for ABA in the first two years."/>

			<outline text="The second case involves a girl named Emily, whose mother, Jillian Moller, filed back in 2003 and has been fighting in vaccine court since. The docket, crammed with 188 items, documents Moller's extended but victorious struggle to win compensation for Emily, who has seizure disorder and PDD-NOS, a form of ASD."/>

			<outline text="Moller alleged that Emily was severely injured by a reaction to the DTaP vaccine at 15 months (when MMR, HiB and Prevnar were also given). ''She had a vaccine reaction and she just spiraled out of control,'' Moller said in an interview."/>

			<outline text="Emily's fever spiked to 105.7 and she began screaming. She stared blankly and developed seizures. Before long she began ''shaking episodes'' at night and ''repetitive behaviors, including arm flapping and spinning,'' court documents show. Like Ryan, she developed a measles-type rash."/>

			<outline text="Things went from bad to worse. Emily's medical record is filled with damage and suffering. One neurologist, for example, noted that Emily ''had staring spells and an abnormal EEG.'' Another diagnosed ''encephalopathy characterized by speech delay and probable global developmental delay that occurred in the setting of temporal association with immunizations as an acute encephalopathy.''"/>

			<outline text="Moller filed for an encephalopathy Table injury in 2003, unaware her daughter would be diagnosed with ASD."/>

			<outline text="Two hearings were held in 2005. ''I was badgered and harassed for four hours on the stand,'' she said. ''They said Emily couldn't have been that sick, or else I would've taken her to the ER. But I took her to my doctor and he said not to bring her to the hospital!''"/>

			<outline text="Government lawyers insisted that Emily had suffered neither a vaccine injury nor encephalopathy. But every alternative cause they suggested ''made no sense, because she showed no signs of those things before that vaccination,'' Moller said."/>

			<outline text="The case dragged on for years, with motions and counter-motions, status reports and expert medical reports. In 2007, Moller filed for summary judgment. That also took years, as more medical records were submitted to bolster Emily's case."/>

			<outline text="After the ASD diagnosis, the judge reportedly became convinced that Emily would prevail. ''My attorney said she was angry, she felt forced into a corner with no choice but to find for us,'' Moller said. ''She said, 'Emily has autism, and I don't want to give other families who filed autism claims any hope.'''"/>

			<outline text="The government agreed to settle. Last spring the case went into mediation and, on December 3 HHS made its proffer, which was entered into the record on the 28th. Emily was awarded a lump sum of $1,030,314.22 ''for lost future earnings ($739,989.57), pain and suffering ($170,499.77) and life care expenses for Year One ($119,874.88) plus $190,165.40 for past expenses.'' Some of that money will go to ABA therapy."/>

			<outline text="Based on the first year payout, another estimated $9 million will buy annuities for annual expenses through life, which after inflation has the potential to pay over $50 million dollars."/>

			<outline text="HHS did not admit that vaccination caused encephalopathy or autism, but merely decided not to dedicate more resources to defending the case."/>

			<outline text="''I don't understand why they fought so hard,'' Moller said. ''We had the evidence: the EEG, the MRI, everything was consistent with encephalopathy, post-vaccination. How can government attorneys claim what our doctors said happened, didn't happen?''"/>

			<outline text="Perhaps the feds were loath to concede yet another vaccine case involving autism. Four cases in the Autism Omnibus Proceedings were recently compensated. Three of those cases are marked with asterisks, indicating the government did not conclude that autism can be caused by vaccines. But the fourth autism case that was paid out in 2013 (Ryan's case? We don't know) has no such caveat."/>

			<outline text="As for Emily, she is ''not too good,'' Moller said. ''Her emotional state is fragile, at best. She has seizure problems and autoimmune issues'... And it's a constant fight when you have a vaccine-injured child. It's not just the disability, it's the ignorance. The hatred from the medical community towards families like ours is intense.''"/>
